After 1 year, across all the 119th Senate's failures, a consistent theme appears:

The 119th Senate is highly active in form, but almost inert in substance.

  • Record votes, but few laws.
  • Unified control, but no major agenda.
  • Longest shutdown ever, but no urgency in resolving it.
  • Endless pro forma sessions, but no hearings or debates.
  • Filibuster avoidance, not filibuster reform.
    This aligns with voter's critique:  the institution rewards incumbency, not productivity.
